The Baltimore-DC Metro Building Trades Council issued the following statement on December 29, 2025:

The Baltimore-DC Metro Building Trades Council strongly commends Governor-Elect Abigail Spanberger on the nomination of Jessica Looman to be the next Secretary of Labor of the Commonwealth of Virginia.

In her role as Administrator of the Wage and Hour Division of the U.S. Department of Labor (U.S. DOL), Looman helped to recover millions of dollars in back wages for workers and strengthen employer compliance with wage-and-hour laws. Furthermore, at U.S. DOL, Looman championed a rule to strengthen and modernize federal prevailing wage regulations that ultimately protects workers, improves wage determinations, and strengthens enforcement.

“At U.S. DOL, Looman championed a rule to strengthen and modernize federal prevailing wage regulations that ultimately protects workers, improves wage determinations, and strengthens enforcement.”

As a proud building trades member and former Executive Director of the Minnesota State Building and Construction Trades Council, Looman has always prioritized workers, and her accomplished experience in government has produced strong results for both labor and business alike.

We look forward to continuing to partner with Secretary-Designee Looman and our state and local affiliates to accomplish Governor-Elect Spanberger’s goals of making Virginia more affordable for everyone.
